MRWA has assembled a staff of professionals who bring extensive experience to bear in managing the Associations programs.  The staff and MRWA's board of directors are dedicated to assisting water and wastewater systems throughout the state in providing quality water to all Missourians.   (You may email these staff members by simply clicking on their names below or call their listed cell phone number.)

John Hoagland

John Hoagland serves as Executive Director for MRWA. Prior to joining MRWA in 1989, John spent 12 years as water superintendent for the city of Schell position with C-PWSD#1 of Vernon County.  In 1986 he received MRWA's Operator of the Year Award.

Holder of "A" water and "D" wastewater operator licenses, he is also certified in backflow prevention.  John was the 1986 recipient of the Warren A. Kramer Award, presented by the Southwest Section, Missouri Water and Wastewater Conference; and was named 1990 Rookie Field Representative of the Year, and 1991 and 1995 Field Representative of the Year by the National Rural Water Association. In 2002, he was honored for Excellence in Member Services by NRWA.

 Randy Norden, Deputy Executive Director, has been employed by MRWA since March 1994.  He served as the Ground Water Technician, Training Specialist, and Special Services Coordinator.

Crystal Cooper, Office Manager, has been with MRWA since 1999.  She coordinates the day to day operations of the office in Ashland, oversees financial accounting and maintenance of records.

 

Saem Yem

Saem has been with MRWA since 2006.  As Member Services Secretary, she is responsible for tracking and updating the member database as well as the Resource Directory.  Saem is also involved with conference preparations, bookkeeping, and federal program reporting.

 

Bridget Ogden

Bridget has been with MRWA since 2007.  As Training Secretary, she is responsible for all registrations and reporting requirements for all MRWA courses and conferences and ensures proper completion of DNR vouchers and class rosters.  Bridget is also responsible for invoicing and other daily operations at MRWA.

MRWA Circuit Riders

Drinking Water Circuit Riders provide on-site technical assistance to publicly-owned drinking water systems.

The Small System Circuit Rider provides on-site technical assistance to small drinking water systems that tend to be privately owned, such as mobile home parks, subdivisions, and businesses.

The Management Circuit Rider provides training and on-site technical assitance to decision makers, managers, and office professionals.

Billy Everett

Before joining MRWA in August of 1989, Circuit Rider Billy Everett spent five years with the City of Hollister, Missouri, where he was maintenance superintendent.

Besides class "A" water operator certification, he is also certified in backflow prevention.  Billy has completed a number of training courses on such topics as submersible motors, wiring and electricity, supervision, and leak and pipe location. 

In 2002, Billy was selected by his peers nationwide as "Circuit Rider of the Year."

 

Jim Balmer

Jim Balmer joined the Missouri Rural Water Association staff in February 2002. He holds an "A" water treatment certificate, "DS-III" water distribution certificate, and a "C" wastewater certificate.

Prior to joining MRWA, Jim worked for the City of Vandalia, where he spent eight years as Chief Operator of Water and Wastewater Treatment Operations.  Jim was instrumental in the 1997 formation of Vandalia's Watershed Management Committee; the Governor's Award was received by members of Vandalia's Watershed Committee in August of 2000. Jim was Chief Operator for MRWA's 1999 Water System of the Year, the City of Vandalia.

 

Joe Anstine

Joe Anstine joined the MRWA Staff in December 2002. Prior to joining MRWA Joe was the Superintendent for the City of Leeton where he attended the daily operations of the water and wastewater systems. Joe holds a Class A water certification, a Class D wastewater certification, and a DS III distribution certificate.

Joe was Chief Operator for the City of Leeton in 1997 when the system received Water System of the Year from MRWA. In 2000, Joe was named Wastewater Operator of the Year by MRWA and in 2001 Joe was named Water Operator of the Year for the Northwest section of the Missouri Water and Wastewater Conference.

Jim Patton

Contact Jim with any question involving drinking water.  Jim is the primary contact for privately-owned drinking water systems such as mobile home parks, sub-divisions, and businesses.

Jim Patton, MRWA's Source Water Protection Technician, joined the staff of MRWA in January of 2004.  Prior to his employment with MRWA, Jim served as Water Superintendent and Chief Operator with the city of St. Robert which was recently nominated as MRWA’s Water System of the Year.

Jim was also employed by the city of Crocker water/wastewater department. With 6 years experience in water and wastewater, Jim currently holds D Water Treatment & DSII licenses.

 

Liz Grove

Liz has a BA in Political Science from Truman State University and an MBA degree from Quincy University. She holds a class “A” water treatment license and a DS III Distribution license. She is currently chair of the Missouri Safe Drinking Water Commission and the national director for the Missouri Section AWWA. 
Liz and her husband, Jeff, have three sons and live near Monroe City, Missouri.   In her spare time, she teaches a GED class in Monroe City and raises a large vegetable garden every summer. 

Wayne Roderman

Holder of "A" licenses in both water and wastewater, Wayne Roderman joined the Missouri Rural Water Association team in January 1999 as Ground Water Technician. Wayne now provides MRWA's newest service, mapping using Global Positioning Technology.  Wayne's experience includes 11 years as the water and wastewater superintendent for the City of Ellington.  Under Wayne's guidance, the City initiated it's wellhead protection program.

Wayne received MRWA's 1996 Wastewater System of the Year for the City of Ellington.

Tom Hyatt

MRWA Operator Certification Circuit Tider, Tom Hyatt, holds an “A” level water treatment certificate and a “DS III” distribution certificate. He spent several years working at and managing the surface water treatment plant in Fredericktown, Missouri, where he left the position of water superintendent August 1, 2003, to join the staff of MRWA as the Water Training Specialist and, later, Project Officer.  

Tom’s educational background is in English Literature and Mass Media. Prior to his work in the drinking water sector, he served as journalist and broadcaster in the U. S. Navy, followed by a three-and-a-half-year stint as a radio announcer in Fredericktown.

MRWA ARRA Circuit Riders

The ARRA (American Reinvestment and Recovery Act) Circuit Riders are responsible for assisting public entities with applying for and implementing stimulus funding as provided by the American Reinvestment and Recovery Act of 2009.

Jim joined the MRWA staff in June, 2009.  Prior to joining MRWA, Jim spent two years as Chief Operator and four years as Manager of Ripley County PWSD #1.  He has also spent eight years as a water district board member and has legislative visits to Washington, D.C. with MRWA.  Jim also has five year's experience with website optimization and internet marketing.

Jim holds a Class D drinking water treatment and DS-III drinking water distribution certification.

Mike Hollis

Wastewater Technician

Mike Hollis, MRWA's Wastewater Training Technician, joined the Association January 1, 2000. He has six years experience working with water and wastewater systems from the southeast area of Missouri, including Birch Tree, Winona, Eminence, and Van Buren.

He also has two years experience working with the industrial pretreatment of milk wastes.  Mike received his Associate's of Applied Science Degree in Environmental Health from Crowder College in 1992. He received the Scholastic Award from MRWA in 1995, and the Kramer Award from the Missouri Water and Wastewater Conference in 1998. He currently holds class "A" wastewater and class "A" water licenses.

 

Allen Decker

Allen Decker, MRWA’s Wastewater Tech # 2, has worked for Alliance Water Resources at Franklin County PWSD # 3 for the last five years.  Beginning as a Water Technician, Allen most recently held the position of Wastewater Crew Foreman. 

While at PWSD#3 Allen earned a “A” level Wastewater Certificate, a “C” level Water Certificate, a “D” level Wastewater Lab Certificate, and a DSIII Certificate.  He initiated laboratory practices at the District while operating multiple extended air package plants and both aerated and non-aerated lagoons.  Allen was recently the recipient of MRWA’s 2002 Wastewater Operator of the Year award.

MRWA Technical and Service Staff

The technical and training staff are responsible for special services and projects.

The Mapping Specialist provides detailed GIS/GPS mapping services of your system.

The Project Officer performs special projects for MRWA as well as training services.

The Sourcewater Techncian and the Sourcewater Protection Specialist assist drinking water systems with developing sourcewater protection plans.

Howard Baker

Howard joined the MRWA staff in June, 2009.  His 26 years of experience include 16 years as the water and wastewater superintendent for Johnson County PWSD #3.  He has also worked for Johnson County PWSD #2, the City of Lawton, Oklahoma wastewater treatment plant, and served in the U.S. Air Force as an Environmental Support Specialist at Whiteman Air Force Base.

Howard holds a Class A drinking water treatment and DS-III drinking water distribution certification, plus a Class A wastewater certification.
 

 

Gary Webber

Gary Webber, MRWA's Sourcewater Technician, joined the staff of MRWA in March of 2003. Gary was employed by the city of Unionville since June of 1983. He currently holds an “A” level Water Operator Certification, a “C” level Wastewater Certification, and a “DSIII” Distribution Certification.

Gary has previously been honored as “Water Operator of the Year” from both the Northeast Region of the Missouri Water and Wastewater Conference and the Missouri Rural Water Association. Since March of 2003 Gary has worked with many communities in Missouri helping them to form initial source water assessments and developing action plans to minimize risks to their community drinking water source.

Brad Rayburn

Brad Rayburn, MRWA's EPA Sourcewater Protection Specialist, joined the staff of MRWA in October, 2009.  Prior to his employment, Brad served as Water Superintendent with Wyane and Butler County PWSD #4 for 5 years.  Brad also worked for the City of Gideon and Butler County PWSD #3.  In 2009, Brad was named the Young Water Professional of the Year by the Missouri Water and Waste Conference.

Brad has a BA in Organizational management from Hannibal LaGrange College and an Associates of Arts degree from Three Rivers Community College.  Brad holds a Class "C" water treament and DS-III water distribution certifications.
